Library Cards

A valid library card is required to borrow materials and use the public computers at the Moline Public Library.

Persons wishing to obtain a library card will be expected to verify identity and residency. Photo ID and 2 proofs of your current Moline residence is required to obtain a library card. If your photo ID is valid and lists your current Moline address it can serve as one of your proofs of residency as well as to verify your identity.

Valid forms of photo identifcation include:

- Driver's license
- Government Issued ID card
- Military ID card
- Passport
- School ID cards (with photo)

The following may be used to verify current address:

- Checkbook
- Credit Card or Utility Bills
- Current Tax Bill
- Driver's License
- Government Issued ID
- Fishing License
- FOID Card
- Medical/Insurance statements
- Rent receipts or contracts
- Voter Registration Card



Individuals who reside within the Moline city limits are eligible for a free library card. Individuals who reside outside the Moline city limits, and are not served by another public library, are required by Illinois State law {75 ILCS 16/30-55(60)} to purchase a library card in order to borrow library materials.

Individuals who reside outside the Moline city limits but own property within the city limits are eligible for a free library card.

Children under the age of 13 are eligible for a library card. A signature and 2 proofs of residency within the city limits of Moline from parent or legal guardian is required for children who are under 13 years of age. Children must be present with their parent or legal guardian to apply for a library card.

Children over 13 should be accompanied by parent or legal guardian, who will need to provide 2 proofs of residency within the city limits of Moline, but are required to sign their library card application for themselves.

Circulation staff my refuse to issue or renew a library card if any of the following apply:

  • Unpaid fines on previous accounts
  • Delinquent materials have not been returned from a previous account
  • Adequate identification and proof of address cannot be supplied
  • False information or identities are given
  • No permanent Moline address can be provided

Fees for Nonresidents:

In order to protect the rights of residents of Moline who pay taxes to support the library, nonresidents will pay for library cards in the same manner as residents. The Moline Public Library Board of Trustees has adopted a annual fee of $156.00 for borrowing privileges extended to nonresidents of Moline. This $156.00 fee represents the average annual household tax paid to the Moline Public Library. Arrangements can be made with the Library to make monthly payments for the $156 non-resident card fee. Effective July 1, 2002, due to a change in Illinois State Law (adopted at 26 Ill. Reg. 5974), student cards will no longer be offered.

Please notify the library with any change of address. Your card must be presented at the time of checkout, renewal, or when requesting a reserve or interlibrary loan item.

A fee of $3.00 is charged to replace any lost, stolen, or damaged library card. Please notify the library in the case of a lost or stolen card.


Applying for a Library Card Online:

Individuals that meet the criteria below can now register for a library card through our website.

To apply:

  • You must live in a free library service area of Moline
    • Free library cards are available to those residents who pay property tax to the City of Moline. This information can be found on your annual tax bill. If you receive water and trash collection from the City of Moline, you qualify for a free Moline Library card. If you are still unsure of your status, please contact the Library by calling 309-524-2440.
  • You must be able to provide a driver's license or state issued photo ID at first check out. If the ID does not have your current premanent address further proof of residency will be required.
  • You must be at least 13 years old.
  • You must not already have a valid Moline Public Library card. Replacement cards can be obtained, in person, at the circulation desk at a cost of $3.

After submitting your application, your libray card will be mailed to you in approximately one week. Once you receive your card, a valid driver's license or state issued ID displaying your current address must be shown at the circulation desk in the Library to activate the card.
